RAM Issues, half of RAM responding

Heya guys! I have a little issue here.

Here are the parts that might be contributing to said issue:

MSI Z97 Gaming 9 Motherboar
x2 16gb Corsair Dominator Platinum RAM cards
Windows 7 Home Premium

I looked at my system specs and saw it was only registering 16gb of memory (RAM) rather than the 32 I have plugged into the motherboard.

I swapped out the cards into slots 2 and 4, 1 and 3, 2 and 3, and 1 and 4 but it didnt seem to change anything.

Anything helps!

I did, and then had them tested by swapping them into a motherboard with an upgraded OS (ie. Windows Ultimate)

Turns out Windows Home Premium has a RAM cap at 16GB.

Since I dont know how to change this thread to 'Solved' on my phone, I just wanted to put this down after knowing what to do more research in.

RAM limits in Windows 7 OS:

Windows Home Basic x64-bit - 8gb
Windows Home Premium x64-bit - 16gb
Windows Pro, Enterprise, Ultimate - 192gb

I should have looked into this more when I built my computer. I had been told it doesnt matter between Home Premium and Pro, but it turns out there is quite a difference.
