HELP: Newly built PC inconsistent power on/off.

First I want to say thank you for clicking this and reading my post if you do. I really need help.

I built a new PC this Monday, fourth one I built so far in my lifetime so I have some experience.

After I built it and powered it on the pc ran fine for multiple hours installed drivers, stress tested, downloaded games, etc. Then I went to restart to finish installing Logitech mouse software and it would not turn back on. Tried everything I could with what I had at the time and got it to power on for about 3 seconds then it switches off tried to power on again "by itself" lasts about 1 second and then its done. After doing this it wont do it again for awhile so when I hit the power button it does not do anything.

What I have tried...
Rearranging fan cables for cpu cooler and fans
Running ddr in different slots
Running without graphics card
Removing cmos battery
Checking to see if there was an extra standoff shorting the board, was not.

I even ordered a replacement motherboard, cpu, and power supply and installed them today with no luck. Same problem occurs. I highly doubt I got two duds of something, right?

Please any help would be greatly appreciated!

I have new ram comming in saturday and will try that but until then I would love some help with this computer.

Corsair 400q case
Asus z170 mark 1 motherboard
Evga Gtx 1080
Asus ac68 wifi card
Corsair h75 cpu cooler
Corsair hx1000i
Corsair dominator ddr4

Were you successful in clearing CMOS.? Sometimes when you remove the cmos battery you need to power up the system to drain the MB caps with the battery removed.
If you can't get into Bios after CMOS clear then reflashing the Bios should fix the issue as your Bios may be corrupt.
You also have a Bios flashback button on your rear IO panel.
Download the latest Bios from ASUS Support to an empty fat32 formatted USB stick.
Insert the USB in the appropriate USB port and press the flashback button.
Refer to your MB Manual page 2.13 section 2.3.1 for correct USB port and location of flashback button.
You only need power to the MB for this method.
Very often clearing CMOS can fix your issue. You should also update your Bios if not done already.
If you change or have a replacement MB or RAM, it is best to do a clean install of the OS if it refuses to Post. Also an unstable OC can cause issues both for the CPU and your RAM.
If you have important files that you need, then try to back them up. Try also booting into Safe Mode as it may be driver related.
If it continues then we can look further as to the culprit.

Tried clearing cmos. As of now I cant even even get to BIOS.

I think I got it running. I was looking at the motherboard manual and noticed there is a 3 pin asst fan connector underneath a metal shield on the motherboard I connected my h75 3 pin connector to that instead if the asst fan 4 pin connector. Could this have been it??????? If so why would asus put a metal cover over it with 4 screws basically hiding it.
