Upgrade CPU or GPU?

I have an i5 4460 that reaches 100 percent while playing GTA and Battlefield 1 and a gtx 960 (4gb) which should I upgrade to get a better performance and what would you recommend I upgrade to?

There is no 4460k?

For higher fps you will need a cpu upgrade. As your cpu is already running at 100% you have no headroom to push higher, adding a better GPU won't reduce this limitation.

For running higher settings in games a GPU upgrade is needed.

Your 4460 & 960 are a good balance, upgrading one without the other will give limited gains as the weaker part will hold you back.

Is it a 4460K version or regular 4460? What settings do you want to run games at? What load is the graphics card carrying? I suggest getting an i5 6500 or an i5 6600K

I have the normal i5 4460 my GPU isn't under much load when playing GTA and I want high and very high settings. So you would reccomend getting a new CPU instead of a GPU?
