FPS Drop/Stuttering in/out Games

My Problem: I have a lot of FPS drops, sometime is everything ok and by no reason i start having FPS Drop/Stuttering.
Where it happends: Stuttering happends in any moment.
FPS Drop happends when i play WOW/LOL/Skirym.
And when im not playing and have by example many youtube videos open sometimes chrome crashes.
Stuttering happends in any moment, in/out games.

My Specs:
-CPU:AMD Fx8320
-GPU:Radeon R9 270x
-HardDrive: SSD Kingstone 250 GB
-Motherboard: Asus m5a97 r2 LE
-Supply Power: Coolermaster Thunder v2 600W 80+
-RAM:2x2gb 1333 MHZ and 1x4GB 1333MHZ
-Monitor:SyncMaster B2030(VGA connector)

I have checked everything, erased everything and reintalled windows 7, then change to windows 10, reinstall drivers.
Test stress in every component.
I took my pc to 2 technicians and they told me everything seems OK, only GPU heats a little bit(Didnt take out crossfire security plastic), but no reason for any mayor FPS Drop.

I have tried BIOS cool n quiet, and everything i have found over internet, but nothing have fixed my problem, if anyone is willing to help me i would rlly appreciate; this issue has been driving me crazy for over 4 weeks now.

PD: Did benchmark test with Resident Evil 6 and got S or A everytime.
So i got an additional question, This benchmark uses little RAM? because i have weird even Chrome crashes something, i thought it may be a RAM problem? Meme86+ show no problem in my RAM over 4 passes(over 1 hour running)

Ok, the problem seems like a little vague, but here's a few general tips.

1. Do NOT use "Cool n Quiet". That usually slows everything down to make it more...cool and quiet. It may be a good idea to reset all of your BIOS settings to defaults.

2. Install the latest AMD drivers for your GPU.

3. Download a tool like MSI Afterburner, or use the built in resource monitor in Windows, and have it running while you're playing a game. When it starts stuttering, see if your GPU, Memory, or CPU utilization is hitting 100%. Also check the heat levels of everything while running.

1.-Alredy reset my BIOS
2.-Alredy Updated(Also tried old ones too see if fixed problem but nothing)
3.-Will try this one(I used HWMonitor and notice when i have real bad FPS drop, like almost freeze i got 100% CPU Usage as a peak, and when running ok i have 300 FPS in LOL with no more than 60% CPU usage)

In that case, it sounds like the 8320 may be your bottleneck. Most of the games you listed run better on newer, higher-IPC CPUs from Intel.

You can also check temp while gaming. It's possible the CPU is throttling down if it thinks it's overheating.

I notice that when im running extremly low on fps the Voltage on my CPU and GPU are low(~0.8V), and also my CPU frecuency is Low(When running properly my games, the frecuency is usually 3700+ on all Cores and stable, also VCORE stable at 1.1+)

I think it may be a current problem, a power supply problem or a motherboard problem? Any ideas?
PD:Temp on CPU usually 38 in game, and 50 Max in StressTest. Every temp is normal, i guess.

Somniator-- sounds like you may have found your issue. I take it none of those resources bumped 100% usage during the FPS drops?
