Budget gaming system, CPU recommendations. build suggestions

Im about to build a budget system for a friend of mine using some of my old parts. I have a corsair 450 psu and 270x that will definitely be used. They will be playing mainly lower end mmo survival games. Budget is the main thing, but also would prefer to not have a big issue with the CPU throttling the GPU

I have what you would call a mid range gaming system and I'm not so familiar with budget processors or what is better among the lower end.

Going to go with 6-8gb ram, 120-240gb ssd or 120gb ssd + 500gb had (whatever is best price, but def want an ssd). Open to suggestions that require an overclock on the CPU. Prefer the mobo to have pci 3.0, but 2.0 can work if price is right. Not worried about an os. Case needed.

Would like to keep everything else for under 300$. Price is a priority, but would also like to future proof somewhat. Thats why I want an ssd and 6gb+ ram. This is my friends first PC, I know its shocking for someone in their 30s. Want to have some room in case he likes PC gaming that he can upgrade the CPU w/o needing a new mobo.

*edit* the first response I got was great, but I want to get some ideas on ever lower end possibilities. Something where I might find a CPU / mobo combined for like 80$ or less that could do all of this. Maybe its not possible being that I would like room to upgrade later from same board.

$125 I3-6100 is an outstanding mid range gamer.

You can use a H110 motherboard which will be about $50.
You can upgrade to even a I7-6700K.

If your future upgrade options may include a $230 I5-6600K which can be overclocked, then better buy a Z170 based motherboard up front. About $100.

On ram, buy a 2 x 4gb ram kit of 1.2v 2400 speed. About $35
If you may ever want more, buy a 2 x 8gb kit up front for $70.
Adding ram to existing ram is never guaranteed to work.

Love a ssd for windows.
I will never again build without a ssd for the "C" drive. It makes everything you do much quicker.

120gb is minimum, it will hold the os and a handful of games. If you can go 240gb, or 500gb you may never need a hard drive.

I would defer on the hard drive unless you need to store large files such as video's.
It is easy to add a hard drive later.
Samsung EVO is a good choice for performance and reliability.

Do not worry about pcie 2.0 vs. 3.0.
They are forward and backwards compatible.
There is negligible performance impact, and it is seen only on the very top end cards.
