Screen flickers black with every ping spike ever 5-10 seconds

Acer XB270HU monitor
Gigabyte GTX1080 GPU
AT&T Pace Plc 5268AC router

PCE-AC88 Dual-Band AC3100 Wireless PCI-E WifFi Adapter

As soon as I finish installing the drivers for my WiFi adapter card onto my windows 10 pc, my monitor starts to flickers. The screen goes completely black for half a second then turns back on. While running a ping test to my router I noticed the screen turns off every time theres a jump in ping.

I've tried completely uninstalling and re-installing drivers for my GPU and Wifi card. It hurts my eyes to type this out looking at my screen with it flickering so much. I can record a video if neccessary.

This is a truly bizarre problem. I notice the power-on light on my monitor also changes from Blue to Orange as if it went into rest mode or lost signal.

Could the PCI slots I have my GPU and WiFi cards inserted into somehow be turning on and off?? I don't really think this is the case because I have audio through a PCI audio card and I still get audio from videos even when the screen flickers off.

When I turn off Wi-Fi in windows 10 the flickering stops completely. I also noticed that when I start my PC the flickering doesn't start until I hear a windows sound effect that sounds like a USB device being connected/disconnected. The flickering doesn't happen on the login screen for my user account even though it looks like I have wifi.
