memtest error test 9 beyond the total memory

I recently built a desktop with skylake i7 6700k and G.Skill trident z 3200 16gb(8x2) ram. I ran the memtest by hcidesign. It passed the normal tests but gave an error on test 9. The following was the error message

What is puzzling me is that I have total 16gb(8x2) ram and errors are shown between 18432mb and 18791mb. Is it a bug in the test or something else? Can someone explain this please?

P.S. System was running at stock clocks i.e. cpu at 4.0ghz and ram at 3200mhz 14-14-14-34
 
Solution
When I said more ram will be tested what I meant is when the OS is operating it uses ram and depending on programs installed it can use 2.5 GB or more that can not be tested because it is in use. So using a Memtest program that operates inside the OS it potentially could only test 13,716 MB of ram instead of 16,276 MB of ram. The off numbers, around 108 MB, are due to system reserved memory that can not be tested because the system needs it to operate but it is a lot less than the GB's of ram that the OS uses.
Try Memtest86+. This will tell you if there is an issue with that memtest program or not. http://memtest.org/

EDIT: besides this program runs outside of windows and has its own UI. This allows more of the ram to be tested because it is not being used in windows where it can not be tested.
