Many problems with my desktop

Hi

So I have so many problems lately one of the worst is computer, a couple of weeks ago or so I sold my GTX1070 I didnt really need the hp as I decided to stay on 1080p. I then bought a R9 290 2nd hand for a good price and kept some cash at hand.
At first it worked okay one thing it was crazy loud it has an 'gelid icy vision rev2 cooler' installed, so I went of to buy a 'Zalman Fan mate2' fan controller since the troubl started when I turned it on there would be no image then when I put the hdmi cable in igp it would have image this would happen sometimes more than other.
I decided on not to use the controller anymore, now the card would work kinda like it would rattle and I'd hear some humming, after a while now of and on the card but not IGP would stop working. I tried if I can use my GPU in safe mode and I could but I stil couldn't use it in normal mode.
I reinstall Windows for like shoot, now I unplugged the ethernet cable to be sure now I got it to work, I installed AMD driver and heaven benchmark driver install went normal had to restart I didn't wanted to because of wanting to chech heaven first, it gave an error upon wanting to start it said something like if I remember correctly'msvcp ...'
Sry dont remember it clearly, now I went and proceed and restart, no image again... but now none on the IGP either nothing.
First the fan on my CPU would spin normally then stops and doesn't start again it will give like this little I don't know if I say it correctly but it's like a little pulse now and then, but doesn't start.
I went to many steps I know, detach everything but the most basic parts, check all wires if they are seated properly take out RAM use 1 use the other used all slots, tried without any storage installed, fan of my PSU works for all that matters.
So there I'm at now clueless desperately actually and I have no friends irl with desktops I can swap parts with and actually I'm scared as hell to do so as I don't trust this GPU the slightest, I want to ad I didn't oc the gpu nore did I the cpu but my board wouldn't allow to oc the cpu.

XFX 550w pro (I hear ppl say this is enough with an intel system?)
SSD samsung 840

HDD samsung spinpoint
R9 290 with aftermarket cooler Gelid Icy Vision rev2
Corsair vengeance 2x 4GB 1600 MHz

Solution
If you have a 2nd system, you can try your R9 290 in there to see if you have issues with it.

Though, to me, it seems that your MoBo is slowly dying.

Remove the GPU from your PC and connect your monitor directly to the MoBo (either using VGA or DVI port). Boot up and look if you have any problems.

Btw, fans on GPU are loud since Gelid Rev. 2 Icy Vision uses ball bearing fans. Out of 3 most common fan bearings (sleeve bearing and fluid dynamic bearing being the other two), the ball bearing is the noisiest.

It's. Kind of a long text so ot probably didn't get apearant, I switched between igp (mobo) quite a lot, the cooler has no pwm so that's why I used a controller the cooler comes with a cable to hook it up to your mobo or seperate controller.
Thus far the problems have been degrading and escalating it was getting harder and harder to start up the GPU but the IGP was being a constant factor with working, now it has come so far it doesn't work either. Funny though one of the 1st things stopping to work is one fan header.
After installing this GPUI feel I've been wrecking my PC and I kinda let it happen little by little, now i'm at the point what can I throw away if not everything.
I have built al my pc's and just for the hell of it I went to a store but they rly don't know anything.
I dont know what to buy a psu a mobo and then go up till it works and then the gpu..,
