download speeds are terrible on Steam on my Surface pro 4. why?

My download speeds on Steam for my surface pro 4 are terrible. my internet speeds are fine on the speed tests and watching youtube videos is smooth. why do my speeds suck on Steam??? it peaks at 4Mb/s and consistently drops to 0 every few seconds. my speeds I get on speed tests go up to 150mb/s

Well speedtest is in Mb, and steam measures in MB (one byte (B) is 8 times as large as a bit (b)).
In addition, certain games will do the segmented downloading you described.

If this is a persistent thing across multiple games over an extended period of time, contact valve or take it up with the steam forums.

ive tried. they never got back to me. they have terrible customer service
