Games runnig at low FPS with good specs

A couple days ago i bought a dell xps 8300, it has a core i5, 6gb DDR3 ram, 1tb HDD sata, and the raedon hd 6450, i know it's an old and bad gpu, and yes im upgrading it soon, but the games that i been testing on it are games that are not that demanding and that i have watch benchmarks of them on the same specs that i have and they were running at a solid 25-35 FPS, games like CSGO,BO 2 and 1, and GTA IV, and im getting 10-18 FPS, i have checked the task manager while im gaming and see if the processor and ram where busy but they werent even at 20%, i also checked the temperatures of the hardware and they were all under 60 C, so i dont know what it could be, i have windows 7 btw, i would really apreciate it if you guys could hel me with that, Thank you!

Hello, thanx for replying, i know is not a gaming card, but i have watched bechmark(on the same config that i have) of the games that i listed above, and they ran between 25-35 fps on low settings, some even on medium ran at the same FPS, bu i cant even get to 20 with the same specs,i have tried checking for viruses too but there wasn't anything, also im playing at the native resolution of my monitor, thanks for the help tough
