Unstable cpu at stock settings (amd fx 6300)

Please help I am very unlucky to have a really shit silicon chip, I theoretically know what overclocking or underclocking is. But im not very sure what to do in a situation like this, cause I have never actually over or underclocked, oh and my mobo is a msi 990fxa gaming

Just give some suggestions on what software to use and how u would under clock or over clock and if you think the problem is of something else well then just suggest what the problem might be but I have pretty much rooted it to the cpu.

I use a huge cpu fan from coolermaster i forgot the model but it has copper pipes and a huge heatsink

I have a zotac gtx 1060 3gb, It used to be a astrix 960 4gb but my cpu destroyed it.

So please please if you could get my pc to stop rebooting and randomly freezing that would be godsend also here is my build

amd fx6300 black edition (coolermaster cpu cooler)
Gpu zotac gtx 1060 3gb
750 wat coolermaster bronze edition
4gb ram (1600mhz)
Msi 990fxa gaming

gadget to read voltage, ampere, wattage, commonly to read electricity. Meanwhile you can replace thermal grease, put on glove, remove the heat sink from CPU, remove CPU from socket, clean CPU heatspreader with baby oil (rub gently with cotton cloth, make sure it dry after) apply thermal grease (buy from PC shop or online) one dot, put it back to socket, install CPU heat sink.
MSI 990fxa doesn't enlist GTX 1060 on its graphic card QVL, you can try update BIOS (download from here https://www.msi.com/Motherboard/support/990FXA-GAMING.html#down-bios store tutorial is here https://www.youtube.com/watch?v=TjsvI6fyKN8

get older variant such as GTX 980 or GTX 970

Idk really my pc just kept getting more and more unstable until one point I couldn't launch windows properly so the IT guy rooted it to the gpu, i found a post someone who had the same problem as me. Also I have no idea what multi tester is, could you please explain it to me.
