Egpu: graphics card not turning on?

Alright so im trying to set up an egpu for a friend using the exp gdc beast v8 and when i plug the graphics card in and turn the laptop on the psu and adapter turn on, while the gpu's fans just twitch a little and the led flashes once. The gpu is the xfx r9 290. Is my card dead? Any help is appreciated!

I believe i did i had the 6+2 pin and a 6 pin in the graphics card as well as the 20 pin and the 4 pin to the adapter. Im using a 650 watt rosewill performance powersupply. The power supply and the adapter turn on (the adapter has a blue light which i assume means its on) but the graphics card just flickers for a second when i turn the laptop on.
