Can my 280W power supply run a GTX 750?

should not be a problem. low power system anyway and the 750 is rather low powered as well. do you already have the card? if not, there are newer, stronger cards available that will also run on the mobo power. such as the new 1050 or even some 1050ti models. the amd 460 is also a low power card.

just some ideas if you're looking to buy something.

look close at the specific model. some of them use extra power connections but i believe the MSI cards do not. here is a list from their site to check the specific model you're thinking of. https://www.msi.com/Graphics-cards/ just check the box for 750 Ti and you can see the 8 models they offer.
 
well the MSI one is faster out of the box, and considering you will not want to overclock with that PSU, I would get the MSI one for that reason. a 750ti on 280W is getting tight. but dell PSUs like the one in your optiplex 745(great system by the way. I love mine) are generally pretty tough. I would avoid gpu stress testing with furmark.
