Asus M5A97 LE R2.0 No screen; beep sounds of no memory dectect

Doing a rebuild of girlfriends computer. I have the correct memory for the mobo, according to the manual for the mobo. Here is what i have as far as hardware goes:

CPU: FX-6300 3.5 GHz, AMD 6-core
Mobo: M5A97 LE R2.0
Vid Card: Radeon R5 220 2GB DDR3 Mem
DVD/CD writer: Liteon iHAS324 24x internal
PSU: Thermaltake TR2 RX-450 Atx 12v 2.2
Memory sticks: Corsair CMZ8GX3MA2A-1600C9 , 2 sticks of 4mb each
Harddrive is from her old computer, runs windows 10 64 bit, ok on her old machine, just no way to upgrade it anymore due to the age of the mobo

I have gone through all these steps (http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems) to see if i can find the problem and no joy.

Here is the problem:

When I turn it on, all the fans turn on, then 3 seconds later, it get the beep error code of "No Memory Detected" along with no video. I wait a minute to see if it goes away and does not.

Next I unplug the 4 pin cpu powersupply to the board and leave the 12 atx connected. Power it up again, and this time I get no beeps, the light stays a solid green, but still no video.

I reverse this and leave the 4 pin in, and remove the 12 atx connector, and get zero green light on the board.

I remove the video card, leave both power connectors in, and still get the "No memory detected".

I am at my wits end now. This is my only second rebuild, with the first one working like a breeze and now have never been so frustrated.

Let me say this, and i dont have the a V meter to measure as such, but the only thing that is not brand new on this rebuild is the HD. I pull the HD and put it on my own system, slave and master and it works in either scenario. The only thing I am coming up with is that the PSU, even though 450w, is not really powerful enough to handle the Ram and CPU.
