Overheating CPU Fan or CPU?

Recently i've booted up my computer and the CPU get extremely hot(Idling at 75 degrees Celsius, extremely fast, i don't even have anything running and the CPU usage says it's at 10% if that. It crashed once or twice and i let it cool off and generally before this the sound crackles and the my computer lags. Yesterday I was playing game's with no problem. My wondering is this the cause of my CPU failing or more likely my Cooler( which is a Antec liquid cooler) is failing. The Fan of my CPU cooler has been alarmingly loud as of late. Thanks for any help i can get.

SPECs:
CPU- Intel Core i5-4440
MB- MSI Z87 Gaming
Graphics- Nvidia Geforce GTX 780

Thanks, Turns out the cooling unit was dying and after replacing it with a new unit my cpu is running at a cool 20 degrees
