So, this build is one year old and I haven't had any issues with it. Recently I've upgraded the GPU and I'm wanting to upgrade the CPU as well.
GPU: r9 380 and New GPU: GTX 1070 oc.
CPU: i5 4460 and New CPU: i5 4690k.
My PC: https://pcpartpicker.com/list/ (I do have a CPU cooler I just don't know the name)
My question is: Does this PC have some sot of bottleneck if so what is it because in BF1 my GPU usage sometimes hangs out in the 60 and 70 and I get a lot of stutter. It might be the game, but I don't know. My Second question is the CPU upgrade a good idea or should I go for something else?

Something else that I can do is get the i5 6600k and buy a new motherboard what do you guys think?

You can go for the i7-6700 non-k. You'll save money on a Z MOBO and an aftermarket cooler, and you are going to get way more performance than an overclocked i5, mostly because of the 4 threads on the i7, which is going to be used a lot with the new DX12.

Thank you, I forgot to mention that I do have a CPU cooler, but I don't know the name. It seems like getting an i7 its the best idea.
