Requesting PC Build (Tower / Monitor / All-In-One Printer Faxer): $1000 max

Hey guys! My mother's computer is getting pretty aged at this point, and she has set me up with a $1000 budget. The PC just needs to do the basics, though this budget should include a monitor and All-In-One printer/fax along with, so that will most likely eat up a small chunk of the budget. With Black Friday deals starting, this is the perfect time to get some good deals for some decent parts. Without further ado, here is the Q&A!

Approximate Purchase Date: e.g.: Black Friday week!

Budget Range: $1000 (before rebates is fine)

System Usage from Most to Least Important: Web surfing, media, basic use.

Are you buying a monitor: Yes, 27" preferred please!


Parts to Upgrade: All

Do you need to buy OS: Yes

Preferred Website(s) for Parts: Newegg (I Prefer Newegg, but am open to other options. Biggest thing is that I am able to purchase all from one site, and that I can finance and pay monthly. I also have Paypal credit, so I believe anything over $xxx will allow me 6+ months of no interest).

Location: City, State/Region, Country - Des Moines, IA, USA

Parts Preferences: Must include a SSD! Her current HDD is, I believe, 300-350GB, and they are currently only utilizing ~55GB. I would suggest a 250GB SSD, though if a bigger capacity drive is available during Black Friday week, I would not mind the upgrade.

Overclocking: No

SLI or Crossfire: No

Your Monitor Resolution: 1080 is fine, 1440 only if super good deal.

Additional Comments: Will also need an All-In-One Printer/Faxer. Current one they own is Dell V715W, but is pretty old.

And Most Importantly, Why Are You Upgrading: Because my mother's PC is very old and slow!
 
Solution

Only the Z-series MoBos enable you to OC (overclock) the RAM and run it faster than the stock speed of 2133 Mhz. All H and B-series MoBos support only the stock speed of 2133 Mhz.

That goes also the the AsRock H170M MoBo. According to the AsRock (MoBo maker), this MoBo supports only 2133 Mhz RAM.

Just because you slap faster RAM into it (2400 Mhz) doesn't make the RAM run at 2400 Mhz. Due to the MoBo limitations, the faster RAM will be automatically downclocked to run at speeds of 2133 Mhz. There's no harm to the RAM and MoBo due to this...

Few words.

CPU is great single-core performer from the Intel's latest CPU family, Skylake.

Put in 2x 4GB DDR4 RAM at speeds of 2133 Mhz.
For storage, went with the best 2.5" SSD at current date. Further reading: http://www.tomshardware.com/reviews/best-ssds,3891-2.html
Case is a small cube that lowers the PC footprint considerably.
PSU comes directly from the best PSU OEM, Seasonic. 80+ Bronze efficiency with fully modular design to ease the installation.
OS is common Win 10 Home 64-bit.
And lastly, put in a 27" 60 Hz monitor.

For the office work, dedicated GPU isn't needed. Still, this PC can be easily upgraded to a gaming rig with a dedicated GPU (e.g GTX 1060 6GB).

As far as MFP (multifunction printer) goes, my knowledge about them isn't good enough to suggest one. Thanks to this, i left plenty of free money to get one.

The best motherboards already said that it would only include boards that was reviewed on Toms and therefore does not include every MBs out there. ASROCK H170 boards can run higher speed RAM which is important since the build is going to rely on the integrated graphic. And the 850 EVO is overpriced and would be a total waste for just surfing/basic use.

The I2757FH however is overpriced at Newegg at more than $200.

The W10 OEM at Newegg is both more expensive as well as being the DVD version. How do you suggest OP using it with the Thermaltake V21 which does not have a 5.25" bay?

Installing the Win 10 can be done by 2 ways;
1. Connect the DVD reader to the MoBo and place it outside the case during the installation.
2. Download the Win 10 ISO from Microsoft website and create a live USB to install it from.

Thanks for the answers so far, guys! Sorry I was not on here sooner to respond. I am going to use both of these build suggestions as take away, and see if i can compare with any ongoing black friday week deals that may be going on. I appreciate all the input so far!
