PC won't start with graphics card installed

Hi everyone, I've recently run into some issues with my computer I built over a year ago. I've read through some similar threads but none of them have really seemed to help this situation. A few days ago my computer screen began going black while running 3D programs such as games and benchmarking software. This would take place anywhere from 5 to 30 minutes after starting.

I initially thought it might be a driver issue with my video card (EVGA 980Ti SC) and so I uninstalled and reinstalled them. That didn't help and after a little more testing my computer just completely shut down. Any attempts to restart the computer resulted in the fans twitching slight and the fan LED's to flash for a split second before shutting off. I unhooked my EVGA Supernova 850 G2 and tried connecting my older Corsiar TX850 by plugging in to only the CPU, mobo, and video card and managed to get the pc to power on. I assumed it was simply a power supply issue and went to RMA it.

Later, I tried plugging the new power supply in and connecting everything except for the video card and managed to get the computer to start then as well. After turning it off and connecting the video card the pc again failed to start, doing the same thing it had earlier. At this point I believe the issue to be related to the video card but I honestly don't know what could be the problem. I tried plugging it into a different PCI-e slot, clearing the CMOS, and I made sure each cable was connected properly. The computer still receives power when the card is installed but refuses to power on when I attempt to start it up. I'm thinking I may simply have a dead card which sucks because it was working this morning.

Any insight you guys may have into this problem would be greatly appreciated. I plan on contacting EVGA support to get their opinion as well.

I was able to replicate the same issue with the same video card in another computer. Fans twitch, lights flicker for a second, and computer stays powered off. This leads me to believe the issue is, in fact, a dead card.
