Housemate going through insane amount of data?

Howdy,

So I got a message from my internet provider that we have gone over our 1 TB data limit for the month. I was very surprised. It also turns out the provider in this area has just started, as of this month, putting a cap on customer's data at 1 TB. If you go over, you get charged a ton.

Anyway, I checked my data usage over the past month. I had about 150 GB. Most if from Chrome, but I also downloaded Battlefield 1 this past month. My other housemate and I watch Netflix and movies like most folks. The rest of the house uses probably 50-100 GB total a month (including smart phones).

This means our other housemate is using approximately 800+ GB of internet a month. Upon requesting the monthly usage over the past 6 months, we have gone over 2 TB on one occasion. We have hit well over 1 TB frequently since he moved in. We were in the 0.3-0.5 TB total prior to this roommates move in.

I asked our culprit roommate why he was using so much data this past month. He said he had to completely reinstall his Steam library for some reason. This doesn't explain why our internet usage has increased astronomically monthly since his move in unless he is uninstalling and reinstalling his Steam library monthly.

1. What could he be downloading? I think 1 TB of porn a month is a bit much.

2. Joking aside, could he be uploading?

3. Besides approaching him, is there any legal way I could find out?

4. I doubt our neighbors are stealing our Wi-Fi as my housemate admitted to downloading 800+ GB the past 2 weeks. Is there a way to confirm our neighbors aren't stealing our Wi-Fi?

The prob is your housemate, not the neighbors borrowing your wifi.
24/7 torrents might do that.

1. Tell him to stop
or
2. Restrict his usage. Either hourly or by amount. How depends on what is available with your router.
or
3. Cut him off completely

Does he pay part of the bill?
If you are the bill payer you have the right, as you are responsible) to know where the traffic is going. Without the consent of the person you are only going to be able to do this if its a function of your router.
Do you have a decent WPA2 key for your wifi? If so its very unlikely that it has been hacked.
