Trouble With Port Forwarding

Hello there guys. I'm trying to port forward my router for like a week now and all I end up is seeing this message that my port [ I tried many ] is closed. I have a static IP and a Asus router. Some say that we have to port forward both computer and the router and its not just the router that we have to port forward. Is it really so [ If so then how do I port forward my computer ] ? Or my best guess is that my ISP might be blocking all the ports. I have my router and computer firewalls off. So, should I port forward using a VPN ? Please help me. Thank You. :)

If you're using an onine port checker, you should be aware that the checker looks for a response from the application that is using the port. For instance, if you are trying to port forward for FTP, the FTP service must be running on your computer while checking for open ports.

Windows may require that you allow specific ports through the firewall. You can allow a certain applications, or use the Advanced Settings in Windows Firewall to add a port

Well, I have a application using the port that I have specified ! Ans still, the online checker says the port is closed. Anyways, does a port checking application work the other way like it checks if the port if open and doesn't require another application running that port for it to show a green signal ? Thank You anyways.

To check for open ports without the application running, you can use a port check tool installed on your PC.

Well, thanks for that but that doesn't answer the question I have asked. If my ISP is blocking the ports, how can i open up the ports ? Like how can I use a VPN to open the ports closed by ISP ?
