GTA Strange Lag on 980Ti

I created a article on this a while back, but I have recently ran into a issue preventing me from even half fixing the issue. I have battlefield 1, requires nvidia drivers 375.86 and up. Now I had temporarily fixed this issue by download a certain driver that ran it normally only half of the times I ran gta. Please help!!!

Well easy solutions first. Do you have extended distance scaling in advanced options for gta v maxed out? Even 980 ti sli systems will have large dips with that enabled, I would recommend you turn that off completely. 99% of gta v benchmarks you see have that setting and everything in advanced options turned off, as well as 4x msaa, 2x looks nearly as good and performs MUCH better.

Even with the lag that I was talking about in the previous article? Because most people suggest things that improve frames, but it can run the game fine. The only issue is that it freezes for 2 seconds every quarter second, rendering the game unplayable.
