Graphic card draw power from mother board

Hey guys,

I want pretty much only a yes/no answer:
If a power calculator calculated that my PSU gives 202W to the system (so I have 73W free- my PSU is only 275W) And On the motherboard PCIe slot it writes max 25W - Does that mean That ANY card that draws 25W or less will work, regardless of the recomended PSU wattage (like 350)?

If you look at the PCIe spec (summarized on WIKI) -- https://en.wikipedia.org/wiki/PCI_Express#Power Graphics cards (x16) start with 25W draw but can then go to 75W just from the slot. So, an x16 card may have the higher required minimum. An x4 or x8 card has a maximum of 25W.

On the board is written: PCIe x16 25W max.

It may be physically x16 but electrically x8 or x4.
