GTX 970 power issues plz help!!!

So for the past 7 months my PC has run flawlessly with it's GTX 970 Powered by a Corsair CX500M. Until 2 days ago while playing Overwatch were everything was fine and then I started getting sudden and unexplainable FPS Drops. It was a coincidence that there was a NVidia Update that day so I automatically assumed this was the issue. I Monitored the GPU Usage and noticed the card not clocking above 700MHz. I put the card into 'Prefered Maximum Performance' in the NVidia Control panel so see no change. I then Rolled back the driver to see no difference despite even doing a clean Install. This is when I noticed the card not using more than 63% of it's power. Using GPU-Z I discovered that the GPU was Power throttling. I have changed PSU's and saw no change. I've changed power cords to see no change.

To further investigate I have changed the GPU to a GTX 650 Ti Boost and saw similar results. I am Very lost to the issue. Could it be the Motherboard not being able to supply enough power? It has turned of due to a surge when I simply resetted the GPU (This was of course while the PC was off and it surged when I put the PC under load). The Motherboard is an ASUS H81M-Plus, The CPU is a I5 4460. I have also tested the GPU in another machine to the GPU use 110% but not reach fill clock speed of 1380MHz.

The Hard Drive thumping is new to but only started happening when I moved the PC to a Friends house to try and Diagnose the issue. It mostly happens when the drive is not under any load and is quiet load and I can feel it through the desk. It worry's alot as research suggests it's a Sign of hard drive failure. It's Backing up now. The hard Drive is a Seagate Barracuda 2TB.

I know this is long but more problems seem to arise. If you have any idea's suggestions for fixes I would gladly appreciate it. If the hard drive is going to fail and the Motherboard needs replacing, break it to me gently. Thank you.

What's your thoughts on it being the motherboard's PCIe connector being at fault and it not supplying the 75W that is should? Know of a way to find out?
