Do I Need An SSD Starter Pack

So I´m new to PC building, and I got to the part where I buy my SSD, (I want to buy a Samsung 850 EVO, if you're wondering) and there are two options: One is a starter pack and one is only the SSD. This is also my first time building a PC. Do I need the starter pack or not?

The starter kit is for moving an existing OS installation off of a HDD (or, I guess, another SSD) onto the new EVO. If you're doing a fresh build and will be doing a clean install of windows 10, you don't need it. Is there a price difference?
