Graphics driver issues

When I install drivers for my rx 460, my screen goes off my display to where I can't see the border of my PC. When I switch back to generic Microsoft drivers, the screen goes back to normal, but I get low performance in games like tf2 and war face. They shouldn't be running slow due to my specs: x4 860k and an rx 460. So basically I need my graphics card's updated drivers to play the game smoothly, but when I do use them the border of my screen goes off my display.
P.S. I'm using an hdmi port to connect my small tv to my graphics card.

Solution

Update and use amd radeon settings and go to the display tab, in there you should have few options for gpu scaling and there should be an option to underscan or overscan the display.
