Does amount of RAM cause a game to perform poorly?

I'm pretty new to the PC world, so excuse my lack of knowledge. I recently purchased a new mobo, new ram, and new cpu. These are the specs
CPU:Intel Core i5-6500
Mobo-MSI B150 Gaming M3
GPU-MSI Radeon R9 390 Gaming 8G
RAM-Ballistix Sport LT 4GB

I heard people say that the speed of the RAM doesnt affect gaming performance. However I used to be able to run games fine, and now the games tend to be laggy, and lose a lot of FPS. So, does amount of ram contribute to performance?

Short answer: Yes.

Long answer:
When game is using RAM and there's not enough free RAM to use, your PC will start to erase the old data from the RAM to write new data in it. During this erase and write cycle you can experience game lags since it takes some time to erase the old data.

For your build, i suggest that you get a second 4GB RAM stick, so you have more RAM to go around while running it in dual-channel.
