How do I "Allow" ports?

The question is fairly simple and directly accurate to what i am having an issue with.
I already know that you open ports through Windows Firewall, however, that is not working.

Here is an image of what my server is doing, note: the ports in the firewall... lets just say, the barn doors are open, WIDE open... but none of the cows will dare go through... :??:

I made a thread earlier about a different problem, it was sorta answered, but not answered at the same time, and then went unnoticed for a few days, i decided the best course of action was to create an on topic thread about the problem.

I cannot call Microsoft for tech support as since i have a $5.5K OS they expect me to pay $500 for them to tell me one thing about how to fix this, their business side support is dumb... and since my house has more than four computers in it, it doesn't qualify for Residential or Consumer tech support. Again, Microsoft tech support is dumb...

so bascially...
The above image shows the port that SHOULD be "Allowed, not restricted" but instead is "Not allowed, not restricted" which doesn't make any sense to me, don't you think if it weren't allowed that would be the ultimate restriction?
How (in the blood soaked protestant hell) do i get the filthy heathen known as Windows, to cooperate with this port? If you're wondering, no, this issue has NOT ever happened with all the other ports i had to open for either my game servers or teamspeak server. Unfortunately, i didn't catch the Teamspeak ports in the screen cap, but they are "Allowed, not restricted" and i haven't done anything differently.

Will try just deleting the firewall rules and making them again.

What are you trying to accomplish? What application(s) are you trying to use and for what?

I believe "not allowed, not restricted" means that the port/app is not explicitly allowed in a firewall rule, or explicitly restricted i.e it doesn't match any rules. At least that's what it is in some other FW solutions.

My sincerest apologies, did i not explain it well enough?
Whether or not the rules are vague, there, or not, it still says "Not allowed, not restricted" i would like to know how to edit this in groups manager or what ever it may be to allow this port to be open for this program, i have given more than enough detail for the problem, i would like a solution now.

How do i force Windows to allow traffic on a port.

Is there seriously no one who can help?

I booted into my server through RDP and this happened:

Even though the program and port are blocked it still works...
Why is windows such a pain?

Is there anyway to get it to "ALLOW" the port like it does with my Teamspeak server? Or am i just "SOL" on that ever either happening or being told how to do?

Oh well, i guess the problem isn't a problem... i'm not sure anymore, it says the ports are not allowed, yet the program works... can host LAN public chats, etc...

ADMIN you can lock/delete thread, seems the situation fixed itself... o_O?
