Ok so i just got my GTX 1060 and i have a i3 3240 CPU now i know it's not a great cpu so i was wanting to know in games that use a cpu a good amount what options are there that i can lower that would help lower cpu usage?

Solution
You didnt get the point. The game will stress the cpu as much as it is supposed to, to function seamlessly on whatever settings you choose. Maybe lower settings will put less stress than higher settings. But there are additional processes which runs in the background, which are not related to the game itself, but which adds extra burden to the cpu while gaming. Some of these processes might not be absolutely necessary while gaming like windows updates. What a game optimizer does is stop these processes which are not necessary during gaming so that the cpu can accommodate more input from the game itself and give some leverage to the cpu in that sense.
The stress from the game itself can be seldom minimized, but you can defer all the secondary process which are unnecessary during the duration of gameplay by closing all such process via task manager.
If you can identify those process, you can stop them manually. Or you can use a game optimization software like this... http://www.razerzone.com/cortex
This will automatically stop all unnecessary process when you are gaming and restart them when you quit the game. I use it personally and its really good.
Once you install it, it will sync all your games with itself so that you can launch the games from within that application.
