Budget PC for video recording and editing

I am looking for a pc(needs to be pre built as its a Christmas present ad my parents have the computer experience of a dinosaur) to record video and edit them, I will also play some light games and other normal computer stuff. I have a $250 budget and it needs to fit these specs, I would like a pc with 8GB of RAM or one that can be easily upgraded to 8GB of RAM

I was thinking about a HP Elite 8000 from amazon but I'm not sure( https://www.amazon.com/dp/B00M7QUJYM)

• Windows 7, Windows 8 or later for version 1.x of Elgato Game Capture HD software.
• Windows 7 Service Pack 1 (SP1), Windows 8, or later for version 2.0 (or later) of Elgato Game Capture HD software.
• 2 Ghz (or higher, before any boost or burst mode) dual core CPU, or 2 Ghz (or higher, before Turbo Boost) multi-core i3, i5 or i7 CPU
• Sound card (if your laptop can play sound, then it meets this requirement)
• 4GB Total Installed RAM (or higher)
• Built-in USB 2.0 port

My advice is to stay away from small and ultra-small form factor pc's (SFF and USFF).
The first thing you are likely going to need to do to game is upgrade the power supply and add a graphics card and SFF limits your choices drastically and USFF usually makes it impossible.
How much more budget can you manage?
