To upgrade a 5 year old Dell Inspiron 620s

I'm looking forward to upgrade my rig to enjoy some modern gaming @768p..

Current Configuration:
Core i5-2310, 2.9 Ghz upto 3.2
Samsung 2x2gb ddr3 ram @1333 Mhz (9.9.9.24)
Intel H61 chipset
Seagate barracuda 1TB 7.2k rpm
Sapphire Radeon HD 6450 1gb ddr3
250W stock PSU

Windows Experience Index
Cpu: 7.4
Ram: 7.5
Aero: 5.1
Gaming graphics: 6.3
Hdd: 5.9

As my budget is nearly 150S, I see two options to do that
(1) By replacing the 6450 with a 2gb gigabyte gtx 750 ti OC edition. OR
(2) By replacing the existing ram with G skills Ripjaws 2x4gb ddr3 ram @1333mhz (9.9.9.24) and the hd 6450 with a 1gb msi gt 730 OC edition

I want to know what would be a better option out of the two? Also, let me know what could be the best possible upgrade for my system. Thanks.

If so, the card has to be low-profile and able to run on the tiny PSU that you have. With a +12V rail rated for only 18 amps, one of these low-profile GT 730 64 bit DDR5 cards will be the best you can do.

It should make a decent gaming card for 720p using medium to high settings. Adding another...

It should make a decent gaming card for 720p using medium to high settings. Adding another 4GB of system RAM will help too. (Unless you only have a 32 bit Win OS)

Yep. That's the same PSU with the tiny 18A rail. If you want to play it safe, go with one of those GT 730 64 bit DDR5 cards listed above.

If, on the other hand, you want to chance it... that PSU has the same +12V rail specs as the one in my Dell Optiplex 790 SFF. So far, it has had no problem with running the much faster GTX 750 Ti that I put in it: https://www.amazon.com/MSI-Computer-Graphics-Cards-N750TI-2GD5TLP/dp/B00SOXMPJY
But I do so at my own risk. The PSU is loaded to its max and could die at any time, possibly taking something else out with it when it goes.

I bought a zotac instead. The 2gb 64bit ddr5 model. Since EVGA has a noisy fan and the PNY doesn't come in a 2gb d5 model, they were out of my list already and for some reason I decided to avoid an Oc'd card, and settled for zotac :)
