My Psu makes a permanent weird sound and the fan doesnt spin

So... This is my first time building a pc (i live in a sh*tty 3rd world country and the pc parts are really expensive)

Today i bought an used PSU (it was bought in 2013, the guy told me he used it for only 3 months) well, i just installed it in and it makes a weird buzz sound, when windows its opening or im opening a program it makes more buzz sounds a little louder. Im scared i dont know what to do.

Also, the fan doesnt work ... I mean, sometimes it tries to spin but it just stop... When i turn off the PC the fan start working, it spins for like 15 seconds (i know its a psu feature)

My question is, is that normal? The buzz and the fan doesnt working?

If the buzzing isnt normal, is there a fix or a solution?

I cant send the PSU back and get my money because theres no warranty

Yes coil whine in a PSU is not dangerous at all and its still safe. But the fact that you bought it off 2nd handed makes it not safe at all. I rather not risk damaging my computer by spending a bit more to buy a new PSU. If the PSU you bought came with a...

Yes coil whine in a PSU is not dangerous at all and its still safe. But the fact that you bought it off 2nd handed makes it not safe at all. I rather not risk damaging my computer by spending a bit more to buy a new PSU. If the PSU you bought came with a warranty, you could keep it. But if not, you should buy a new one. Overall, I really suggest you buy a new one.
