Into heavily modding ES and FO, is my GPU or something else holding me back?

Motherboard: Asus M5A99X EVO
PSU: Coolmax ZP-1000b (1K W).
RAM: 16gb DDR3 (4 4gb sticks)
GPU: R9 390X - Is there any reason CPUID would say it's a 4gb card? Like could it be malfunctioning or somthing?
CPU: AMD FX-9590

So I enjoy modding my games a lot, and FO4+Skyrim are no exceptions, nor will their next games be. However, I'm finding my current build can't really hold up to what I was expecting, and am looking to upgrade. I'm assuming since they are single player games, the issue is the GPU, but am not 100%.

Is my GPU the problem. If so am I better off doing a crossfire setup, or just getting a better single card? If it's not the GPU, what is it most likely?

Your processor is likely the limiting factor here.
An easy way to tell is to have task manager and MSI afterburner open. Either your GPU will be pinned at 100% (or Vram) or your processor will be limiting you.
