DVD+R DL failure

I know DVDs are a thing of the past, but over the past 5 years, my company has archived video presentations on HDD, but also on DVD+R DL disks.
One of the drives failed, and our issue now is that the archived DVDs... burned just last year on a windows machine using Cyberlink Power2Go software, and all verified after the burns... are giving us fits trying to either play the files, or copy the files onto another drive.

All of the single-layer disks are fine.
We're using the same machine and burner to try to access these DVDs.
We've tried other machines & players, with no success.

When we try to copy a file or files from the DVD, windows shows a task window which starts the process, but after a few seconds just locks up... and we've had to force quit windows to get back to square 1.

Any advice on what could be going on?
Could all these DVD+R DL disks be bad, even though all verfied OK?
Is it a firmware thing with the burner/player?
We've cleaned the machines regularly.

Optical media is notoriously unreliable for long term storage despite the original claims about how long it could theoretically last. Try using ISOBuster software to recover the disks data. It's usually pretty good for this stuff. If that doesn't work, perhaps you should contact a data recovery company. I'm sure they'd give a bulk discount if it's a lot of them.
