Only using phones for WiFi

I buy phones for my company which are used as scanning devices. We buy phones from people who are done with their contract, and we put a sim card in them so we can just run the WiFi.

It seems to be getting harder and harder to get sim cards. Does anyone know why? It doesn't seem like we are doing anything illegal. We aren't using the device on some other network, and the plan has been completed.

Is there an easier way to to do this (in Canada) that is legal?
 
Solution
Most phones don't require a sim card to function over WiFi. They will give a warning but otherwise work without issue.
I don't know Canadian law, but I can't imagine why this would be a problem.
