Poor Performance in GTA V

I'm getting poor frames in GTA V purchased through Steam. I have suspicions it could be my CPU. My setup is as follows:

AMD FX 8350 (4.0GHz) (CPU)
MSI R9 390 (GPU)
Asrock 970m Pro3 (MOBO)
16GB (2x8) (RAM)
750w (PSU)

Does anybody know what it could be?

Solution

It technically does, but it still has weak VRMs and ASRock's CPU support list says the FX 8350 needs a top down blower CPU cooler on that board to provide additional airflow over the VRMs. If you're not using a top down blower like the stock AMD cooler you might have problems.

Could stem from the fact you are using an unsupported CPU(http://www.asrock.com/mb/AMD/970%20Pro3/?cat=CPU). That motherboard doesn't have the vrm and cooling setup to properly power a 125w octo core cpu. Monitor your cpu frequency, my bet would the cpu is throttling under load.

"CPU1" usage is moving between 55% and 70% and the rest are lower, GPU usage hits 100%. The game suggested I use the highest settings available and I haven't changed them. When driving through the city and such I'm hitting between 40 and 30 - 27 frames.

I apologize. It's an Asrock 970m Pro3. Which I believe supports this CPU.

If you are getting low framerate with highest settings availible, then lower the settings. Turn anything to do with MSAA and TXAA off. Turn advanced settings off. This should increase performance.
