CPU fan failure no high temps

I recently bought a new fan for my alienware x51. The fan I purchased is fan nearly the same from the alienware x51 r1 series.
I'm getting the CPU fan Failure message upon booting up my pc, and the fan speed is running VERY high. I'm not getting any high temps, around 35C on the cpu to be exact.
I've taken the fan back out cleaned the thermal paste off of it replaced it, and installed it back into it again and I'm still getting the same problem. Sometimes the pc also just like freezes as well as the fan and restarts itself.
This has me stumped. This pc was going to be a gift for my brother and any help would be awesome!

If it does spin, I don't think there's any problem with the fan. It is possible that Alienware uses a totally different fan control method that requires specialized fans, so it seems that contacting Alienware and let them fix it will probably be the easiest.

It's on and running at the moment, The fan is just very loud. Temps are all good. I might have to give them a call to be sure everything checks out.
The pc has been on for over an hour with no problems now. Just a very loud obnoxious CPU Fan.

As said before it sounds like the controller. The fan isn't speed isn't being regualted, just running at maximum as a fail safe. Sometimes if you unplug (or forget to plug in!) the CPU power, the same thing happens. Presumably for the same reason I guess...
