first i tried to run without steam wwe 2k15 and hitman absolution, both returned that error steam_api64.dll missing, then i tried to copy paste that dll manually to sysWOW64 as well as game installation directory, but same error again.
Then i installed steam, reinstalled hitman absolution and it worked for one time, i was in hurry so i quit the game and turned pc off. When later i tried to open the game, it again starting showing the steam_api64.dll missing error as well as 0c0000007b (somewhat like that was code, not exactly this). So i am pretty sure that some software config is messing up with all the games i am trying to play
