Constantly Disconnecting From The Internet - Ethernet

This is actually bugging me to the fullest. I have been playing games competitively and I simply can't when I disconnect for 3-5 seconds all the time. I am using ethernet currently. Have tried a new cord, different slot in my router, ipconfig /release - ipconfig /renew, ipconfig /flushdns.
All these commands and things i've attempted yet I still can't fix the issue.
My Macbook has been coming up with a prompt saying 'Another device is using the same ip address.' I think that might be the issue, since it only occurs when it's connected to the internet first. I checked my IPV4 and made sure that my router settings are fine. The ip addresses are different for sure but they are still colliding causing my PC to disconnect and Macbook stay online.

Please help.

This is definitely a problem. This cannot happen.

Everybody should be using DHCP, the DHCP manages all your IP so duplicated IP can't happen. So 2 possibilities:

1. You have static IP on your LAN and you forgot about them.

2. You made changes to the DHCP server, when you do this, you should REBOOT EVERYTHING. I also suggest you configure DHCP server to lease IP for no more than 12 hours.

How would I do this? Fixed the issue last time by itself, now it's occurring again with a brand new computer.
