Creating a multi user wireless network with device and data limits

I have been asked to provide a wireless network in an apartment block where there are 22 bedsits arranged along a corridor. The owner wants to limit each user to 2 devices and have data limitations. I researched this a little and am considering using a Gargoyle router. Does anyone have experience of how this works? Do you create users with different passwords and then they are given one static IP within the LAN? Can you then limit data and bandwidth on the individual users/addresses? Would the user be able to connect multiple devices by using the main one as a dongle or hotspot?
I would recommend that the owner takes out a Virgin media business broadband contract and put this router in modem mode so the Gargoyle router takes over the routing functions. I may need one or two wifi extenders because the corridor is 55 metres long.
 
Solution
If you are going to limit a person to 2 devices, then you will need unique passwords for each user. You are going to need some type of captive portal that the user has to sign each device into. You can then use mac address/password as a counter for your device limit.
