Shouldn't my PSU fan be spinning when system is under full load?

My specs:
Intel Core i5 2500 (non K)
ASUS GTX 1060 STRIX 6GB
2 x 4 GB DDR3 RAM
3 x Samsung SSD's

My PSU is a newly bought Corsair RM550x.

Estimates from various PSU calculators say my systems power draw should be around 270-300 W.
According to Corsair the PSU fan won't spin when the power load is under 225 W.
When I play demanding games my PSU fan doesn't spin.
Am I really under the 225 W threshold or is the PSU fan broken?

Wouldn't worry mate , general gaming load is maybe 60w CPU, 120w GPU.
Plus 20-30w overhead do youre very likely under the silent fan threshold.

Run a prime test while running furmark simultaneously & you'll likely see the fan kick up if you really want to.

Thanks for the answer. The temperatue of the PSU is of course a factor to consider; Neither CPU fan nor GPU fan blows in the direction of the PSU, so no particular amount of heat is received from those sources.

But there was another reason I got worried: The PSU smells a bit of heated plastic/metal. It's not much but it is there. Maybe just a smell of new electronics? It doesn't smell like it's outright burnt.
