Optimal build for 1080p gaming? (Budget 1000$)

My brother is going to build his first pc and he asked a tech-savvy friend for help. He is mainly interested in gaming on it and 1080p with 60+fps is good enough for him. He's willing to spend 1000$. He already has a monitor, headset, mouse & keyboard.

most gaming is GPU power there are some games that use the cpu more then others IMO the i5 6500 will be fine for 5 years and the GPU for 2 depending on the games and the setting you like to play on ect , if you are ok with mid setting and 40 fps then the gpu will last longer.

Trimmed down price and was able to swap the 1060 3gb for the 6gb version. I'm not sure about the quality of that PSU.

You could also go with a single 1x8gb RAM since that motherboard only supports 2 slots, this way you can eventually upgrade to 16gb.

The 6gb 1060 is 70$ more and the 1070 is 270$ more so it's not worth it for 1080p gaming imo. (We live in Belgium and we're going to buy from alternate.be)

He doesn't own anything on the list yet. I might look for another PSU with a good rep.

Would it be worth it to get a 6600k instead of 6500 to overclock for gaming or does it not really matter?
