explain 5ghz at 1.3 ?!?!?!?!?!

so i was just messing around with my voltages ... you know to get the best temps
i have an i7-4790k
clocked at 4926mhz @1.371v (max core temp 72)
so for a 4.9 ghz i need 1.371v which leads to 72c temp
and if i wanted to go for 5ghz last time i tried i will have to use 1.45v which leads to +80c temps

but now i played around with adaptive vcore and something weird happened so here it is
now my cpu is clocked at 5ghz @1.352v (max core temp 71)
you might think there is something wrong ..... but i just changed the vcore to adaptive offset and set the offset at 0.12
and the adaptive turbo offset at 0.12
which adds up to 0.24 vcore on load

like how is this possible ?? and is it safe considering my temps are low ?
btw my cooler is nh-d14 with a delidded cpu
