Computer restarts itself over and over when attempting to load the Windows 10 ISO Disc.

I was having this issue with my Seagate 2TB Hard Drive where when I turned off my computer and turned it back on, the hard drive would make a weird mechanical clinking noise and the computer wouldn't recognize the hard drive until I unplugged and replugged my computer in a few times. So, for about a month I had to keep my computer on 24/7. Well, one day I tried to get my computer out of screen save mode but the computer was frozen. So, I didnt a manual restart and then when the computer attempted to load Windows 10 it would get to the blue windows logo, and then restart after about 20 seconds. It kept doing this forever as if in a loop. I assumed it was my hard drive, because even when loading the Windows 10 repair and install ISO disk on this computer it would load either the ASUS logo (when i loaded the UEFI) or just the windows logo and then restart itself. Flashing BIOS didnt work either. When I hooked in my new Kingston 120GB SSD and my new 1TB WD Blue HDD, it would still give me the same problem. Then, I assumed it could be my Optical/CD-ROM drive, so I downloaded the USB version of the repair and installation file and that didn't work either. When I took it to geek squad to have them do a diagnostic test through their USB, it would load the files and then restart over and over again. So it's not a HDD issue, not a Optical Drive issue. I tried using new RAM sticks, and that didn't work. I can get to BIOS just fine, and that detects all key components like my GPU and my CPU and RAM and SATA info just fine as well. I've never messed with the BIOS, i've left it at default settings except when I needed to change the boot priority. I don't get display issues, and all my fans in my GPU and my CPU fan as well as my case fan load up properly. I don't know what else the issue could be. I have an RMA mail slip ready to mail back my motherboard to ASUS to possibly have my motherboard replaced or repaired depending on the issue. I just want to make sure that I have done everything I could before going through the hassle of sending in my motherboard. Please help A.S.A.P

How do i do that without using the CD Drive or USB?

Could this also be a CPU issue? I mean im not for sure, but my computer detects it fine, so i wouldnt think so. And, my computer restarts when it tries to load anything off of a USB or CD-ROM. For instance, when I took my computer to Geek Squad, they tried running a diagnostic through their USB and the computer still restarted after loading the files. So, I don't know. What are your thoughts.
