Hey guys so my motherboard is a ASRock H77 Pro4-M
and I currently have 8 GB of RAM (Dual-Channel DDR3)
My OS is Win 7 Ultimate

I'm thinking of boosting the RAM to 16 but I'm not sure whether I can just buy 2 more 4GB cards or just get 2x8.
I checked the Motherboard information and it says that it :
"Supports Dual Channel DDR3 1600"
Does that mean I can have 4 cards? or a maximum of 2?

Solution
ASRock H77 Pro4-M supports 4 slots of DDR3 RAM. You can buy 2 more 4GB RAM to have a total of 16 GB RAM. Make sure that all the RAM are the same so you won't run into possible issues later on.

Thank you for the answer!
Just curious, but is there a high chance of causing an issue if all the RAM aren't same?

Your board may cause memory failure if you have different RAM that are of different clock speeds. But for the most part, the motherboard will use whichever RAM you installed with the slowest frequency - rendering the faster RAMs installed basically less useful. You will still be able to keep the total RAM size though.

Depends on your definition of 'high chance' - any time you mix packages of DRAM it's simply a 50/50 crapshoot if they will play nice, maybe they will, maybe they won't, the days of DDR2 where mixing was common and generally worked are long gone, look around the forums it's full of people 'adding' more DRAM and nothing works, also see my fiction article, items 2 and 6 here:
