I have a Toshiba satellite a665 laptop. It has windows 7. I need to install windows xp 32 bit to run a older program for work. The computer is a 64 bit can this be done?

You can install a 32-bit OS on a 64-bit machine. You will need an XP license, and there may not be XP drivers for that machine. What version of 7 do you have - home, pro, iridium-plated server? Some versions support a free XP virtual machine, which would be your best bet.

A warning - XP and 7 are past end of support, and are significant security risks.

I have a toshiba satellite a665 And a acre aspire 5253 with windows 7 home premium oa. I will not be using either unit for anything but work. It will not be connected to the net. It's just a older program that works fine and I see no need to sink 9k on a new key if I can get this going
