Hi, first of all I am glad to be part of this community.

Secondly, I have a Macbook pro, a Dell laptop and one external hard drive. What I need to do is to allow the Dell boot from the hard disk as windows, and if I decide to move to my mac i just unplug the drive from Dell and connect it to the Macbook and boot windows via bootcamp and vice Versa.

My question is, it this possible ? and how ?
The hard disk is 2 TB 3.0 . If possible would I be able to access same files for both laptops?

Thanks in advance:)

Firstly, windows really doesn't like booting from external drives. Secondly, it doesn't like being moved between different systems.

You'd need two separate installs of Windows, with two separate windows licenses. And getting it to boot from USB is going to be hard enough as it is.

I'd suggest using a VM, even though it would reduce performance.

Other question: they're laptops. Carrying both around is likely easier than the external drive and one laptop. Certainly less fragile.
