What happen when the psu can't handle the gpu?

Recently my GPU zotac gtx 960 randomly give me a full screen one color display. The PC hangs after displaying that one color on the screen. Just wondering if it cause by the PSU can't handle the whole system with the GPU?, since the system is ok when im using the IGPU. I recently change my motherboard to see if there is a problem in the PCI-E slot of the older motherboard. The GPU seems ok after a week of use, later the problem return. Is it cause by a bad GPU or a PSU?

I'll test later the whole system in safe mode if i can replicate the problem and reinstall drivers.

Here's my current PC specs:
CPU: Intel i5-4460
GPU: Zotac GTX 960 dual fan
PSU: Corsair VS550
MotherBoard: Asrock H81M-VG4 R2.0
RAM: 2x Kingston 4gb 1333Mhz
HDD: Seagate 1tb 7200 rpm

While the VS550 is not a high end PSU by far it should be enough to supply enough to support a GTX960 and a i5-4460. My guess would be a faulty hardware component or a bad driver. If a PSU doesn't supply enough power the results vary. From an instant power down, to picture problems, to mashine freeze everything is possible but most of the time the maschine restarts suddenly.

I'm currently testing the GPU using the generic display driver from windows so far don't see any problems. I'll try to use the latest nvidia driver later after i finish downloading it.
