Asus P8Z77V-LX not booting up

Hi there,
I was given a p8z77v-lx and the guy who gave it to me hadn't tested it so he wasn't sure whether the motherboard worked or not.
I put together a few spare parts i had lying around, which are definitely working, except for the motherboard itself and the psu (a cheap one in a 10 yr old case that hasn't been operational for a long time - a few years I suppose).
Now, here's what I did after I was done assembling:
- Connect the power cord (when I do, the psu makes a feeble whistling sound, with the psu power switch either set to on or off, doesn't make a difference).
- Turn on the psu power switch.
- A this point the green led on the motherboard lights up, meaning there's power.
- When I push the power button on the case, nothing happens. All seems dead.
- In the case the power button was mulfunctioning, I plugged the reset button connector on the power switch pins. Same thing, nothing happened, when I pushed the reset button.
- Eventually, I used a screwdriver to short circuit the power switch pins, but even then nothing happened.
By nothing happened I mean that not even the fans start spinning when I try to power the computer up.

I don't have another psu to test if the motherboard works.

What do you think? Could this be a faulty psu or a faulty motherboard? In the case I could buy another cheap psu and see if it works.

Yes, I did. The psu only has a 4-pin cpu power connector, the motherboard has the 8-pin one, but I checked on the mobo manual and it's ok to plug the 4-pin connector into the 8-pin socket.
The green led is on when I connect the psu and switch it on, but nothing happens. Now, I just bought another psu and the same thing happens, the green light turns on but when I push the power button nothing happens

Have you tried this with only one stick of RAM and no GPU or peripherals hooked up? It sounds like it could be a dead motherboard if you've used two different PSUs and have the same issue. :-/
