Download RSD Lite from here

maybe try a few different version. I know a while back I also had issues with RSD Lite picking up my Turbo.
Try this. Unzip the Firmware ZIP file. See if there is a .BAT file in there. If there is right click on it and go to edit.
the one for mine looks similar to this

If it looks like that then we don't need RSD Lite. Also make sure you delete a like that says %fastboot% erase Media or SD card or something like that unless you want it to wipe out EVERYTHING (Which I usually like to do time to time).
Also you will need to download fastboot.exe which you can download here as well along with some other ADB drivers.

Install that, then go to the install folder and copy the Fastboot.exe to the folder you extracted the ZIP firmware too.
