Upgrade or get a whole new PC

So guys i'm planning to get into PC Gaming but i'm on a very limited budget because i'm just 16 years old and i don't have a reliable income of money. So i have some questions about what CPUs could be a good option.

1. I got a 775 MOBO and Core 2 Duo, so should i upgrade to a Core 2 Quad q9650, or should i get an Athlon x4 860k and a FM2 MOBO? Processors in my country are just too expensive. Another option could be getting an Sandy o Ivy Bridge used i5 and a 1155 MOBO that are around 45$.
2. Also, in case that you recommend me a CPU, what GPU would you recommend me?

1) You should get the Ivy Bridge i5 or Sandy i5, because the lga 775 is too old, don't use the money on the old PC. And Athlon x4 860k is good too. But the i5 is better than the Athlon x4 860k.

Have you tried looking at some used processors? Processors don't usually break and they're near impossible to fake so buying used CPUs is fairly safe. Look around for a bit on ebay or other used sites and you might find a good deal.
